Temer fará reforma ministerial para livrar-se dos "traidores"

O presidente Michel Temer prepara uma reforma ministerial a fim de desalojar da Esplanada partidos que tenham "traído" o governo, trocando o espaço daqueles que tiveram deputados votando a favor da autorização para que o STF julgue a denúncia contra o peemedebista por representantes de bancadas com expressiva votação por rejeitar a acusação criminal, apurou a Reuters com duas fontes envolvidas diretamente nas negociações.

A intenção, segundo um dirigente partidário que participou das conversas, é que a participação dos partidos no governo reflita os resultados das votações na Comissão de Constituição e Justiça (CCJ) e no plenário da Câmara.

Apesar da traição de partidos da base, o governo conseguiu uma expressiva vitória ao rejeitar o parecer do deputado Sérgio Zveiter (PMDB-RJ), que recomendava a autorização para o Supremo Tribunal Federal julgar a denúncia, por 40 votos a 25, com uma abstenção.

A promessa de maior espaço na Esplanada fez parte das negociações das últimas semanas entre os partidos da base com interlocutores do presidente. A iniciativa estimulou até as direções e lideranças partidárias a fecharem questão, nos últimos dias, em favor da rejeição da denúncia.

Ao todo, quatro partidos --PMDB, PP, PSD e PR-- adotaram essa posição que, na prática, permite às legendas aplicarem sanções aos deputados que contrariarem a orientação da legenda.

PP, com seis votos, PR e PSD, com cinco cada um, trocaram integrantes da CCJ e votaram de forma unânime em favor de Temer. No PMDB, partido de Temer, dos nove votos, sete foram a favor de Temer. Somente o relator vencido, Zveiter, votou contra. O presidente da comissão, Rodrigo Pacheco (MG), absteve-se de votar.

Os principais alvos das mudanças, segundo uma das fontes, deve ser o PSDB e o PSB. Os tucanos têm quatro ministérios, dentre eles o Ministério das Cidades --alvo de forte cobiça de parlamentares por ter um grande orçamento em obras-- e a Secretaria de Governo, pasta palaciana responsável por fazer a articulação com os parlamentares. O partido liberou a bancada para votar como quisesse. Dos sete votos na comissão, os deputados do PSDB deram apenas dois a favor de Temer.

Cidades é hoje ocupada pelo deputado Bruno Araújo, que chegou a pedir demissão quando surgiram as denúncias contra Temer na delação dos executivos da JBS. A Secretaria de Governo tem como titular Antonio Imbassahy, sempre criticado pelo partido do presidente justamente por não ser um peemedebista.

A interlocutores, Imabassahy confessou já se sentir desconfortável por estar em um cargo que deveria ser de extrema confiança do presidente mas seu partido estar ameaçando deixar a base há várias semanas.

Os socialistas, por sua vez, votaram rachados. Dos quatro deputados da CCJ, dois votaram a favor e dois contra. A legenda ocupa atualmente o Ministério de Minas e Energia, uma das principais pastas da Esplanada.

"Não tem cabimento esses partidos ficarem com o espaço que tem hoje no governo", afirmou o dirigente partidário à Reuters. "É uma consequência óbvia, natural", completou.

O PSB já havia, na prática, anunciado que sairia da base, mas um racha no partido e a decisão do ministro Fernando Bezerra Coelho de permanecer no cargo e apoiar o presidente deixou a decisão em suspenso.

A reforma ministerial não será fechada agora, mas somente após a votação da denúncia no plenário da Câmara, marcada na noite de quinta-feira para o dia 2 de agosto, na volta do recesso parlamentar.

O novo espaço de cada partido também só será definido após a análise final da primeira denúncia. O governo espera a votação em plenário para garantir a fidelidade do centrão antes de fazer as mudanças.

A avaliação no Planalto é que a estratégia deverá fazer com que o governo tenha uma base aliada menor porém mais coesa no Congresso. O governo sabe que, depois da sequência de denúncias, não conseguirá manter os cerca de 400 deputados que tinha em sua base, mas as trocas poderão garantir resultados consistentes.
