The new Finance Minister Nelson Barbosa, is on the list of people who can be punished by TCU (Federal Audit Court) in the case of so-called "tax pedaling". The court found illegal delays Union transfers to pay off social benefits and subsidies paid by public banks in 2013 and 2014.
At least 17 servers, including Barbosa and former Minister Guido Mantega, may account for acts of misconduct and crime against the finances. The action could result in removal from office and disqualification for eight years for civil service exercise, if convicted.

In 2012, the Ministry of Finance published two ordinances in an attempt to institutionalize the delay in the transfer of funds to public banks. Normative said the government could postpone for two years at least, the payment of debts with BNDES. They were signed by Mantega and Barbosa (in season number 2 of Finance, who was as interim minister).
