Without facing resistance from the authorities, the First Command of the Capital (PCC) advances in the Amazon. As the world's "lung", the world's largest rainforest is now the scene of an open and declared war for control of the cocaine and marijuana routes that supply Brazil and abroad.
A major criminal faction in the country, the CCP already holds the most lucrative drug trafficking routes, bringing Paraguayan marijuana and cocaine from Bolivia. Important figures of the organization even operate in these two countries, increasingly decreasing the distance between production and transportation, increasing profit margins for each warehouse.
The disputed situation of trafficking routes in the Amazon - mostly by the rivers Solimões and Japurá - leads Brazilian officials heard by the newsroom in Brazil to fear that the future could bring something that even Pablo Escobar could not produce: a transnational drug cartel - informally already called "Narcosul".
"The CCP actually intended, and still intends, the monopoly of drug trafficking within Brazil," prosecutor Márcio Sérgio Christino of the São Paulo State Public Prosecutor's Office said in an exclusive interview with the newsroom in Brazil. Present since the beginning of the investigation into the criminal faction, born in 1993 in the interior of São Paulo, he sees the advance of the CCP in the north of the country as a natural step.
"Cutting off the supply of the drug that comes from Peru through various forms, including sending emissaries to Peru to contain this flow of drugs.What is the purpose? If you contain this flow, you will suffocate the other factions, the Red Command (CV) in Rio de Janeiro.And once these other factions are weakened, it will open space for the PCC to advance and gain control of trafficking within Brazilian territory, "he added.
Drugs, the vector that funds crime
The main adversary for the consolidation of the international and bold plan of the PCC serves three other letters: FDN, abbreviation of the Northern Family, still present as a majority group in the northern region of Brazil, responsible for most of the shipments of Peruvian marijuana and Colombian cocaine who arrive in Manaus, and then go to the ports of Belém and Fortaleza and be shipped abroad.
According to the authorities, the CCP seems to be in no hurry to take control of the NDF in the region. However, the articulation is already under way and the first proof of this was the rebellion that resulted in the death of 56 prisoners in the Anísio Jobim (Compaj) Penitentiary Complex in Manaus in January 2017. Police concluded that it was the result of the dispute between FDN and PCC for controlling the unit.
"What happened?" Contrary to the overvaluation of criminal factions in Brazil, the magistrate has been at the forefront of negotiations with the mutineers of Compaj and believes that drug trafficking, in the face of the absence of the State, should be expected to end up seeking violence as a form of legitimation - which leads to confrontations, both inside and outside prisons.
In the capital of Amazonas, Manaus, 530 homicides were registered in the first half of this year, most of them with execution characteristics. The Amazonas Public Security Secretariat (SSP-AM) reported that there was a reduction of 11.2% over the same period last year, but did not consider the Compaj massacre in this data.

Pirates of the PCC
Away from the chain and amidst the geographical extent of the Amazon, the CCP is singled out as one of the sponsors of piracy on the Solimões River. One of the foundations for this is the association of the criminal organization of São Paulo with the Family of Coari (FDC), a local group that recruits pirates in the city 363 km from the capital of Amazonas and is known as the "Capital of the Pirates".
The writing was in Coari and found that the approximation between the PCC and FDC is recent. The PCC's strategy to fund piracy at the center of the FDN-dominated drug trade seems to be working. In exchange for protection in the chains, the pirates cause serious damage to the FDN and the CV - the main criminal faction of Rio de Janeiro and that broke with the PCC in 2016, after the death of the Paraguayan trafficker Jorge Rafaat. The Solimões route supplies, among other markets, that of Rio dominated by CV.
However, the side effect is the increase in violence also in the Middle Solimões. It is common for clashes between pirates and traffickers descending the river toward Manaus to have large-caliber weapons as protagonists, and often end up with decapitations and decapitations in the Amazon Forest.
The NDF reaction was not delayed. Authorities heard confirmed that dissidents of the Revolutionary Armed Forces of Colombia (FARC) are participating in the transportation of drugs coming mainly from Colombia. Armed with military training and heavy armament, they have a responsibility to ensure the arrival of the drug in the capital of Amazonas.

Hostage of organized crime
On another front, the PCC follows its path of building its structures outside Brazil. Gilberto Aparecido dos Santos, Fuminho, is said to be the main link of the criminal faction with the Bolivian drug traffickers and, according to the MP-SP, would be outlawed and hidden in the South American country today.
The cocaine produced in Bolivia enters Brazil through Paraguay - from this country the PCC brings marijuana - and road transport is the main route to the main ports in the South and Southeast of the country.
The death of Rafaat in 2016 was necessary for the CCP not only to overcome a "roadblock" on the route through Paraguay, but also to contain the business that the Paraguayan trafficker did with the CV. That was what motivated the rupture between the two main criminal organizations of the country, and that was what made the Rio group seek the NDF and a new route, bringing Peruvian cocaine and marijuana from Colombia.
Entry into the Amazon is something that has always been on the radar of the PCC, according to the authorities heard by the newsroom. Even in Sao Paulo in the 1990s, drug trade disputes along trafficking routes that resulted in many homicides - both in Manaus and in other states in the North and Northeast, such as Belém (Pará) and Fortaleza (Ceará) - are part of the process.
For the attorney Márcio Sérgio Christino, the CCP is in no hurry to become the owner of the trafficking routes in the Amazon. With more organization, expertise, resources and "soldiers", the criminal faction that has the drug trafficker Marcos Willians Herbas Camacho, Marcola (who is in prison), tends to absorb or ally itself to the other factions in the next years.
In addition, the MP-SP already has information that the PCC has been trying to strengthen its relations with traffickers in Peru and Colombia, opposing an earlier relationship that the FDN has with drug cartels from these two neighboring countries. The strangulation and absorption of operations in the Amazon is the next step, and is already underway. Complexity fears what is to come if Brazil does not react.

The objectives of the CCP in monopolizing drug trafficking in Brazil and advancing South America would be the consolidation of Narcosul. Something that not even the most notorious South American trafficker, the Colombian Pablo Escobar, had the interest or audacity to try. Violence toward the future, however, is closer to what is seen in 2018 in Mexico than that seen in Colombia in the last century.
