Brazil beats target of reducing emission of harmful gases
Country reduced by 16% the use of hydrochlorofluorocarbons. By 2020, $ 40 million will be invested in sustainable alternatives
On the International Day for the Preservation of the Ozone Layer, Brazil celebrated the announcement of the results of the first phase of the Brazilian Program for the Elimination of Hydrochlorofluorocarbons (PBH).
The ozone layer filters out ultraviolet radiation type B (UV-B), associated with the development of skin cancer, eye damage, premature aging and immune system suppression.
The Montreal Protocol, signed by 197 nations for the protection of the ozone layer, has set as a goal for 2015 to developing countries to reduce by 10% the consumption of hydrochlorofluorocarbons (HCFCs) compared to the average of 2009 and 2010. Brazil has overtaken this goal, reducing 16.6%.
In the last three years, the Brazilian strategy to meet the target focused on the conversion of using 220.3 tons of HCFC gases by more sustainable alternatives. The country stopped using 168.8 tons of HCFC141B gas in foams and 51.5 tons of HCFC22 sector in the refrigeration sector.
"The HCFC141B was used as blowing agent for producing foams. In recent years, the gas started to be replaced by other substances with the same paper expansion, but that do not harm the environment, "explained Ana Paula Leal, an expert in polyurethane foams of the United Nations Development Programme (UNDP ). Brazilian goals are developed and coordinated by the MMA and it is up to the UNDP execute projects in the country, helping the productive sector.
By 2020, the Ministry of Environment plans to finalize the technological conversion of the foam sector and start the conversion of the commercial refrigeration and air conditioning equipment industry. The sectors that use these harmful gases through technological and financial support to seek alternatives and keep the competition when production of chemical ozone enemies are banned in 2040. These chemicals are not produced in Brazil. Currently, the import of these substances is controlled by Ibama and need a license.
To reach the result, the country could count on financial support from the Multilateral Fund, funded by 45 countries to implement the programs proposed for the area. Were invested in Brazil, between 2012 and 2015, US $ 19.5 million for the actions of the first goal.
The expectation now is funding $ 40 million (R $ 153.4 million) for the second stage of the program, which also will be attended by the United Nations Program for Industrial Development (UNIDO). The result of the negotiations will be announced in November.
At an event held in Brasilia on Wednesday (16), 21 Brazilian companies - mostly manufacturers of parts for the automobile industry - have been certified by the Ministry of Environment (MMA) by completely eliminating the use of HCFC-type 141B in manufacturing polyurethane foams.
