Brazilian School Feeding Programme is featured in Russia
The Brazilian program, which has 30% of the funds transferred to family farming, is considered sustainability model
The National School Feeding Programme (PNAE), which completes 60 years, was one of the highlights of the Global Forum on Nutrition-Sensitive Social Protection Program [global forum for social protection programs to nutrition], an international event of social programs held on 10 and last 11 in Moscow. Organized by the World Bank and the BRIC, a group comprising Brazil, Russia, India, China and South Africa, the event was attended by representatives of countries from all continents to share experiences in public policies related to nutrition.
Considered sustainability model, the Pnae was presented by the National Fund for Education Development (ENDF). Created in 1955, the program has funds from the National Treasury, assured the Union budget. According to the representative of FNDE forum, Jaana Flavia Nogueira, the Pnae has an evolutionary history. Today, it is totally sustainable. "After 60 years, the Pnae is an improvement experience over time," he said. "In 2009, it was institutionalized from the law."
In the presentation to the global forum, Jaana highlighted the main elements of the plan. The first, decentralized execution. "It's not the federal government that buys the food and sends to states and municipalities, but they acquire the food provided to students," he said. "The procedure respects the habits, culture and regional economy."
Another feature mentioned by Jaana is the destination of 30% of the funds transferred to family farming, which contributes to local development. In strictly food aspect, the management pointed out that the Pnae is implemented under the responsibility of nutritionists from the menu, which includes the minimum calories required to nutrition, to the public call shopping and program oversight.
Commitment
The integrated strategy developed intersectoral, which brings together the ministries of Education, Health, Agriculture and Livestock, Agricultural Development and Social Development and Hunger Alleviation, ensures the functioning and operation of the plan. "Federal funds are complemented by regional funds, which means involvement and commitment of the Federation," said Jaana.
During the presentation of the experiences of other countries, the comparison was inevitable between them. Jaana noted that some programs simply collect food via donations and distribute them without providing flaws in this collection; others distribute food supplements, often for economic interests of big industry at the expense of power. The result is a high degree of child malnutrition.
The program
In Brazil, the Pnae in action with the Bolsa Familia programs and Zero Hunger, the federal government contributes to pull the country out of the hunger of the world map. "We have received technical visits to several countries, and have contributed to policies pursued in many countries, especially in Africa. The Pnae today is object of interest and world attention. "
