São Paulo - São José do Rio Preto, or simply Rio Preto, as its residents refer to the city of just over 434,000 inhabitants in the Northwest Paulista, it is the Brazilian city that had greater balance of jobs in the first four months of the year. The number of professional contractors exceeded the dismissed for 8,349 vacancies, the highest among all medium-sized cities.

Most of these contracts took place in trade because of the recent opening of two shopping centers in the city, a popular profile - North City, opened in late 2012 - and a unit open Iguatemi in April, São Paulo company that has shopping centers the most valued areas of the country.

With an investment of 293 million reais, the newly opened shopping was responsible for generating 3,500 jobs - and still hiring. Multiplan, which manages the MorumbiShopping also be looking for space in town for a self-constructed.

"The big challenge of the next decade, our city, is to enable people," says Adriana Neves, president of the Commercial and Business Association of São José do Rio Preto. The organization opened last month, basic courses for sellers and managers of trade and services area.

"The students of the Faculty of Technology of São Paulo (Fatec) have 100% employment. Now we meet with the Universidade Estadual Paulista (UNESP) and other universities to discuss the need to develop courses to meet the demands of the city's labor market, "says Adriana.

The Fatec form high level professionals primarily in the IT field for the service sector. Unesp has courses in various fields of knowledge.

A solution found by Anderson Silva, organizational development director at Rodobens, business group that operates in the retail, financial and real estate, to find skilled labor is the trainee program with open enrollment until the 20th of July and salary 5,000 real - well above the regional average of 1,714 reais.

"Our program has about 1,000 candidates per seat, many of them are from out of state, which shows that the city is attracting young people seeking, and career, quality of life," says Anderson. Another 400 professionals from all areas should be hired by the end of the year.

In the coming months, the city will gain a Technology Park (ParTec), which is already being implemented in an area of 1 million square meters, where once stood an agricultural penal institute. The ParTec have 250 scheduled for teaching and research entities, such as Fatec and Unesp.

The others will be dedicated to a technology incubator, a quality assurance laboratory and a convention center. On site, it will also be installed Polo Jeweler, the second in operation worldwide, with 50 companies.

The jewelery segment is responsible for 4,000 jobs in the region and is expected to increase hiring by 37% in the coming years until 2019, with good opportunities for goldsmiths and designers.

The ParTec will also receive biomedical technology companies. One of which have confirmed the transfer of its facilities to the site is the Braile Biomedica, which exports products such as heart valves, pacemakers and cardiopulmonary bypass equipment to 20 countries.

Late last year, Braile received the most innovative company of Finep award for medium-sized country. Today, the Braille employs 400 employees, mostly women, "because they are more delicate, and most of our products are made in a traditional manner," says Patricia Braille, president of the company.

Nurses, biomedical, biochemical and biological engineers constitute the framework research and product development. With plans to triple revenues in the coming years and open an office outside Brazil, the expectation is to increase the number of employees.

Perfusionists - that operate extracorporeal circulation equipment - technical consultants and vendors with expertise in health care are among the most sought after professionals.

Polo health

The health services sector is one of the fastest moving city. With an average of 5.5 doctors per 1,000 people - more than double the state average of 2.6, and almost three times the national, 2 -, the city is visited by patients from all over Brazil to be a center of excellence in the treatment of HIV and cancer, transplantation of organs and tissues (especially kidney, liver and corneas) and cardiac and plastic surgery.

The largest of the nine hospitals in the city, the Hospital de Base (HB), serves a population of 2 million people in 108 municipalities. "Here, we speak with all the accents. The 411 residents working in HB also come from all parts of the country, "said Horace Ramalho, executive director of Funfarme, which controls the HB, the School of Rio Preto Medical School and other institutions.

There is also a residence for nurses, dietitians and pharmacists. With nearly 5,000 employees, the medical and hospital complex hires 400 people a year, not just in healthcare. "We have a computerized system between all our units and we need it 24 hours, every day. The impression I have is that they lack IT professionals in the city, "says Horace.

The phenomenon that explains the growth of São José do Rio Preto is the same that led to the development of other municipalities in São Paulo State in previous years. Attracted by lower operating costs, good logistics infrastructure, labor supply of skilled labor and proximity to major centers of learning and research, many companies have been transferred to the interior.

"As the capital are very expensive and filled a long time, the development is being pushed ever further inland. Today, even the region of ABCD and Campinas are already quite saturated, so companies begin to seek new frontiers, "says Vicente Paulo Alves, strategy professor at the Dom Cabral Foundation, School of Minas Gerais business.

"Another issue is that the Noroeste Paulista is midway between the Brazilian Midwest, large rural production area, and the major capitals and ports, through which the production is sold." Black River is the boundary between the inside Brazil and the state capital, São Paulo, and the port of Santos.

The geographical aspect, together with the operating costs, installation, production and labor supply, has attracted companies to the region. With more employers, more job opportunities.
