The policy, which the ruling Communist Party abandoned on Thursday after 36 years, would remain law as lawmakers do not make the amendment in the second quarter, the Beijing News reported on Sunday, citing a statement from the National Health and Family Planning Commission. While it does not, the local authorities should not enact "stubbornly" their own versions of the new limit of two stipulated by the leaders of the party, said the Ministry of Health.

The statement was issued after a family planning authority of Hunan Province in the central region of the country, told local media that the two children limit would take effect immediately. The Central Committee of the party decided to allow all couples to have more children because of the country's workforce shrank for the first time, and previous initiatives to stimulate the birth rate have failed to achieve their goals.

The changes are part of the model adopted by President Xi Jinping to manage the transition of the economy to a slower pace and balanced growth in the rest of this decade. The so-called five-year plan must be approved by the National People's Congress, which usually make few changes to the proposals submitted by the ruling party.

The Ministry of Health estimates that about 90 million families would qualify for the two-children policy, which should boost the population to approximately 1.45 billion by 2030, compared to 1.37 billion today. Without the modification, it is expected that China's population will begin to decline after 2025.

It may be difficult to prevent this contraction, due to higher costs for raising children and decades of discouragement to larger families. Less than 1.8 million of the 11 million eligible couples to have a second child according to the flexibility of this previous policy, which was implemented in December 2013, requested authorization.
