"I'm determined to do whatever is necessary to ensure that these aspirations are materialized," he said.
Nicola Sturgeon classified as "democratically unacceptable" the prospect that Scotland will leave the European Union against the wishes of its citizens.
So he said the government begins to prepare legislation for one second plebiscite.
In 2014, Scottish voted "No" to the separation of the remaining British advantageously 55.3%.
The Prime Minister said many who voted "no" on that occasion can reassess the vote on the new circumstances.
